The Inter-Association Task Force on Alcohol and Other Substance Abuse Issues is a coalition of higher education associations and organizations that seek to eradicate abuse of alcohol, tobacco, legal and illegal drugs and other substances among college students. This report provides a brief history about the evolution and controversy surrounding the notification of parents by higher education institutions of a student's conduct. This covers a timeline from the original passing of The Family Educational Rights and Privacy Act in 1974 until July of 2000, when the Department of Education clarified some of the 1998 revisions giving higher education broad latitude in notifying parents of students under the age of 21 regarding violation of alcohol and other drug policies. Additional information available here includes a listing of issues to consider when discussing parental notification, proposed recommendations, items that need to be reviewed, and listings of both pros (in favor of expanding parental notification) and cons (opposed to parental notification).
